Project Summary

Taylor Wimpey is consulting on its plans for outline planning permission for a mixed-use development including up to 2,500 new homes, land for employment use, District Centre and mixed-use areas to include retail, community, leisure and education uses; open space; and supporting highways and drainage infrastructure.  

The proposed development is located on land east of Lisvane, north of Cyncoed and Pontprennau and south of the M4 and some 5 miles north of Cardiff city centre (comprising part of the Strategic Site F allocation within Cardiff City Council’s Local Development Plan (January 2016)).

Mae Taylor Wimpey yn ymgynghori ar ei gynlluniau am ganiatâd cynllunio amlinellol ar gyfer datblygiad defnydd cymysg, yn gynnwys hyd at 2,500 o gartrefi newydd, tir ar gyfer defnydd cyflogaeth, Canolfan Ardal ac ardaloedd defnydd cymysg i gynnwys defnyddiau manwerthu, cymunedol, hamdden ac addysg; man agored; a chynnal priffyrdd ategol a seilwaith draenio. 

Lleolir y datblygiad arfaethedig ar dir tua'r dwyrain o Lys-faen, i'r gogledd o Gyncoed a Phontprennau ac i'r de o'r M4 ac oddeutu 5 milltir i'r gogledd o ganol dinas Caerdydd (sy'n cynnwys rhan o'r dyraniad Safle Strategol F o fewn Cynllun Datblygu Lleol Cyngor Dinas Caerdydd (Ionawr 2016)).

Community Consultation

Prior to a planning application being submitted, is being undertaken, which started on 14 November 2018. The deadline for comments has since been extended until 2 January 2019 and full detail of the draft planning application can be viewed below.

As the planning applications will be classed as a ‘major’ project (under the Planning (Wales) Act 2015), a 28-day consultation is required to be undertaken in line with the guidance, and the application will need to be accompanied by a Pre-Application Consultation (PAC) Report, evidencing that the necessary consultation has been undertaken, reporting issues raised and if and how these have been addressed within the final plans.

Cardiff has ambition for new development to be sustainable, aiming to achieve a 50:50 modal split between journeys by car and journeys by walking, cycling and public transport.  North East Cardiff is situated between the established villages of Llanishen, Lisvane and Pontprennau, enabling easy access to existing and new local services.  The site will have direct access to one of Cardiff’s flagship Cycle Superhighways, as well as new bus routes and the Metro system, offering high quality transport connections to the city centre and Cardiff Bay.
